City of Chester is Hiring a Purchasing Agent Near Chester, PA

Position Title: Purchasing Agent

Organization Unit: Finance

Reports to: Chief Financial Officer

Status: Full-time, Non-Bargaining Unit

Hours: Monday – Friday, 9:00 am – 4:30 pm

Salary: $70,000.00

Summary: A Purchasing Agent is in charge of overseeing the process of sourcing and purchasing essential materials for a business’s operations. Their duties include researching raw materials suppliers and comparing costs, negotiating purchase agreements, and developing inventory controls to identify demand for new materials. Ensure procurement processes and procedures are adhered to at the federal, state, and local levels. Performs other related work and special projects under the direction of the Chief Financial Director.

This position requires moderate physical exertion. Most of the job is spent sitting, with occasional bending, and some lifting (less than 25 pounds). Certain coordinated finger/limb movement must be performed during the regular work routine. Mature speech and hearing skills are required for telephone contacts and personal contacts. Clear vision is required for use of the computer terminal, for auditing, and posting changes to taxpayer information.

Position Qualifications:

1. Graduation from an accredited four-year college or university with major course work in business administration, accounting, or a related field; and experience in purchasing, accounting, or a related field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

2. Knowledge of municipal purchasing laws, regulations, and procedures.

3. Ability to communicate effectively, both orally and in writing.

4. Negotiation skills.

5. Knowledge of procurement software and tools.

6. Strong Leadership skills.

7. Interpersonal skills such as teamwork and good listening skills.

8. Ability to establish and maintain working relationships with others; must be able to work with

vendors in a professional working relationship.

Duties/Responsibilities:

Purchasing:

  • Prepare all bids and RFPs for the City and maintain vendor files for bids. 48Hours turn arounds and three weeks to Posting on PINBID.
  • Verify and electronically approve all Purchase Orders ensuring all requirements, rules, and regulations are met.
  • Analyze all bids to ensure the product meets required specifications and all state and local policies, rules, procedures, laws, and regulations relating to the purchase of equipment and supplies.
  • Enforce purchasing policy and procedures in compliance with the City Charter and ordinance. With less than 10% error of violation of the policy & ordinance.
  • Develop specifications, solicit bids and prepare contracts for purchases. Once BID is awarded a two-week turnaround for contract to vendor.

Communication:

· Work cooperatively with colleagues, departments, and vendors. Respond to all within 24 hours.

· Act as liaison with vendors and departments.

· Develop and maintain contacts with various colleagues in other municipalities, vendors, contractors, and representatives of other procurement activities.

· Regularly attend proper Purchasing associations meetings to keep current on industry standards. Show within the first 60-days you are part of an association and reach out to two neighboring municipalities and points of contacts.

Miscellaneous

· Developing and enhancing the organization's procurement rules and regulations.

· Establishing guidelines on how often the company gets price quotes for items, the number of bids

to accept, and which vendors to consider.

· Buying goods and services for the company & Discussing contracts.

· Evaluating quality, price, reliability, technical support and, availability of goods and services.

· Other duties as assigned.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is required to sit at a desk and work on a computer for prolonged periods of time. The employee is occasionally required to stand, walk, and have manual dexterity with hands and fingers. The employee may occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.
